PHR vs SHRM-CP: Which HR Certification Should You Choose?
PHR vs SHRM-CP: Which HR Certification Should You Choose?
By Terri Varnell, SPHR, SPHRi, Chief Operating Officer, HRCP · Updated October 2026
This comparison is published by HRCP, an independent provider of HR certification preparation materials. We sell the Complete HRCP Program, which prepares candidates for both credentials discussed below. Fee, eligibility, and exam details are taken from HRCI and SHRM primary pages (linked below) and were re-checked in October 2026.
The short answer
The PHR (HRCI) and the SHRM-CP (SHRM) are comparable professional HR certifications—neither is universally “better.” Choose based on eligibility, exam style, and your goals.
The PHR tests technical and operational HR knowledge with a strong U.S. employment-law emphasis and requires 1–4 years of professional HR experience depending on your education. The SHRM-CP assesses behavioral competencies and HR knowledge (including situational judgment items) and does not require an HR title, degree, or prior HR experience.
Exam fees (as of October 2026): PHR $495 total ($395 exam + $100 application); SHRM-CP $350–$499 depending on membership and early-bird vs standard timing. The Complete HRCP Program prepares you for both (plus the SPHR and SHRM-SCP).
Both credentials are widely recognized. The right choice depends on your experience, how you prefer to be tested, and your goals. Here’s a fair, side-by-side look based on what each credentialing body publishes.

How we compared these credentials: This page compares the PHR® and SHRM-CP® certifications themselves—not prep products. Details are attributed to HRCI’s PHR page, HRCI exam fees, HRCI pass rates, HRCI recertification fees, SHRM eligibility, SHRM exam options and fees (including Exam Statistics / pass rates by testing window), and SHRM recertification, reviewed in October 2026. HRCI publishes annual pass rates; SHRM publishes rates by testing window—so the figures are not apples-to-apples. Published pass rates are from each credentialing body, not HRCP claims. HRCP publishes this comparison. We also sell the Complete HRCP Program, which prepares candidates for both the PHR and the SHRM-CP (and the SPHR and SHRM-SCP). Prices and policies may change.

Key differences between the PHR and SHRM-CP
Credentialing body and framework
The PHR is issued by HRCI and built on HRCI’s Exam Content Outline. The SHRM-CP is issued by SHRM and built on the SHRM Body of Applied Skills and Knowledge (SHRM BASK®). Same career field; different blueprints.
Eligibility
PHR eligibility is experience-based and tied to education (1, 2, or 4 years of professional-level HR). SHRM-CP candidates are not required to hold an HR title, degree, or prior HR experience, though SHRM recommends basic HR working knowledge.
Question style
The PHR uses varied item types: traditional multiple choice; multiple choice, multiple response; fill in the blank; drag and drop; and scenarios—and requires applying technical and operational HR concepts, including U.S. employment law. The SHRM-CP is all multiple-choice (knowledge items and situational-judgment scenarios, about 40% of the exam), so you practice choosing the best response in workplace situations.
Delivery and scheduling
PHR testing is available year-round through Pearson VUE centers or OnVUE online proctoring after your application is approved. SHRM-CP testing is in person at Prometric centers during published windows.
Cost structure
PHR has a single published total ($495). SHRM-CP pricing varies by membership and early-bird vs standard application timing ($350–$499 for standard member/nonmember bands), with separate military and student rates.
Which is harder: PHR or SHRM-CP?
There isn’t a single answer that fits every candidate. The difference is often question style, not a universal difficulty ranking.
I’ve personally taken both the PHR and SHRM-CP exams. In my experience, they require different approaches to preparation. The PHR calls for applying technical HR concepts, including U.S. employment law, while the SHRM-CP places significant emphasis on choosing the best response to workplace situations. Neither format is automatically easier for everyone.
- The PHR uses varied item types and requires applying HR concepts—including U.S. employment law—against HRCI’s Exam Content Outline. Candidates who under-prepare on compliance or application often feel it.
- The SHRM-CP is all multiple-choice, with knowledge items and situational-judgment scenarios (about 40% of the exam). Even when you know the concepts, choosing the best response among several plausible options takes practice.
- Your own background matters: operational HR generalists, employment-law-heavy roles, and early-career candidates can experience the two exams very differently.
Everyone’s background and strengths differ, so focus on your own abilities as you prepare and take the exam. Choose the blueprint that matches how you work day to day, then practice in that exam’s style.
Which do employers ask for?
Many employers accept either the PHR or SHRM-CP, and job postings frequently list them as alternatives. When a posting names only one, that may reflect the hiring manager’s familiarity with that credential rather than a conclusion that it is superior. Always check the requirements of positions that interest you.
Practical next step: if a target employer names a specific cert, that still matters for that role. Otherwise choose based on eligibility, exam style, and goals. Mentors and HR peers can share what they’ve seen, but there’s no single national ranking to chase.
Can you hold both the PHR and the SHRM-CP?
Yes. Holding both is common among HR professionals who want the advantage both certifications provide. Each body runs its own exam, fees, and three-year recertification cycle.
Many professional development activities can support both recertification paths when they align with each body’s rules (for example, HRCI credits with an ethics activity, and SHRM PDCs). Always confirm current rules on HRCI and SHRM recertification pages before you plan a dual path.
Who should choose which?
The PHR may be a strong fit if you…
- Already meet HRCI’s professional HR experience requirements
- Want a credential that emphasizes technical/operational HR and U.S. employment law
- Prefer HRCI’s varied item types (and applying HR concepts) with year-round Pearson VUE / OnVUE scheduling
- See PHR (or “PHR or equivalent”) listed on the job postings you care about
The SHRM-CP may be a strong fit if you…
- Want a credential open to candidates without required HR experience or a degree
- Prefer an exam that blends knowledge with situational judgment
- Are comfortable with SHRM’s published testing windows and in-person Prometric delivery
- See SHRM-CP (or “SHRM-CP or equivalent”) on the postings you care about

Frequently asked questions
Is the PHR or SHRM-CP better?
Neither is universally better. Both are respected professional HR credentials. The PHR (from HRCI) emphasizes technical and operational HR—including U.S. employment law—and requires applying those concepts on varied item types. The SHRM-CP (from SHRM) emphasizes behavioral competencies plus HR knowledge, with a large situational-judgment (scenario) component—all in multiple-choice format. Which fits you depends on your role, experience, and goals.
Which is harder, the PHR or the SHRM-CP?
They feel different more than one being clearly harder. The PHR uses varied item types and requires applying HR concepts—including U.S. employment law—against HRCI’s outline. The SHRM-CP is all multiple-choice, with knowledge items and situational-judgment scenarios (about 40% of the exam). Everyone’s background and strengths differ, so neither format is automatically easier—focus on your own abilities as you prepare, then practice in the style of the exam you choose.
Do employers prefer the PHR or the SHRM-CP?
Many employers accept either the PHR or the SHRM-CP, and job postings frequently list them as alternatives. When a posting names only one, that may reflect the hiring manager’s familiarity with that credential rather than a conclusion that it is superior. Check the requirements of positions that interest you; otherwise choose based on eligibility, exam style, and goals.
Can I hold both the PHR and the SHRM-CP?
Yes. Holding both is common among HR professionals who want the advantage both certifications provide. They come from different credentialing bodies and use different content frameworks, so each has its own exam and recertification cycle. Qualifying professional development can often support both recertification paths, but you still need to meet each body’s rules and fees.
What are the eligibility differences between PHR and SHRM-CP?
The PHR requires professional-level HR experience tied to education: 1 year with a master’s (or higher), 2 years with a bachelor’s, or 4 years of HR experience (per HRCI). The SHRM-CP does not require an HR title, degree, or previous HR experience; SHRM recommends basic working knowledge of HR practices (per SHRM eligibility).
How much do the PHR and SHRM-CP exams cost?
As of October 2026: the PHR is $395 exam + $100 application = $495 total (per HRCI exam fees). The SHRM-CP is $350 member / $450 nonmember early bird, or $399 / $499 standard (rates include the application fee; standard also includes a deadline fee), per SHRM exam options and fees. SHRM also publishes military and student rates. Exam fees and test windows change—confirm on each organization’s site before you apply.
Does one prep program cover both the PHR and the SHRM-CP?
Yes. The Complete HRCP Program prepares candidates for the PHR, SPHR, SHRM-CP, and SHRM-SCP in one set of materials, with 2,150+ practice questions (including situational judgment practice), 900+ pages of study content, and 24 months of online practice-exam access. You still apply and pay for each exam separately with HRCI or SHRM.
Which should I take first if I have little or no HR experience?
If you do not yet meet PHR experience requirements, the SHRM-CP may be open to you because SHRM does not require HR experience for the SHRM-CP. Separately, HRCI’s aPHR is designed for early-career candidates and has no HR experience requirement—that aPHR vs SHRM-CP choice is a different comparison. Use HRCP’s free HR Cert Fit Assessment and check current eligibility rules before you apply.
What is the difference in exam format?
The PHR is computer-based (90 scored + 25 pretest in 2 hours, plus about 30 minutes administration) at Pearson VUE or OnVUE, with traditional multiple choice; multiple choice, multiple response; fill in the blank; drag and drop; and scenarios. The SHRM-CP has 134 multiple-choice items (110 scored + 24 field-test; 80 knowledge + 54 situational-judgment scenarios) across two sections of up to 110 minutes each—3 hours 40 minutes of testing within a four-hour appointment—in person at Prometric test centers during published windows.
How do PHR and SHRM-CP recertification compare?
Both use a three-year cycle. PHR holders earn 60 HRCI recertification credits (including at least one ethics-themed activity) or retake the exam; HRCI lists a recertification application fee of $169 for one certification (as of October 2026). SHRM-CP holders earn 60 professional development credits (PDCs) or retake the exam; SHRM lists recertification processing fees of $165 member / $210 nonmember (late $240 / $285). Cycle end rules differ—confirm details on each body’s recertification pages.
