HRCI vs SHRM Certification: How to Choose | HRCP
HRCI vs SHRM: Which HR Certification Path Should You Choose?
By Terri Varnell, SPHR, SPHRi, Chief Operating Officer, HRCP · Updated October 2026
This comparison is published by HRCP, an independent provider of HR certification preparation materials. HRCP also offers the Complete HRCP Program, which prepares candidates for PHR, SPHR, SHRM-CP, and SHRM-SCP exams. Fee, eligibility, and exam details are taken from HRCI and SHRM primary pages (linked below) and were re-checked in October 2026.
The short answer
Neither HRCI nor SHRM is universally “better.” Choose by credential, eligibility, exam style, and your goals—not by which body has a louder brand in your feed.
HRCI is an independent HR credentialing organization that issues the aPHR, PHR, and SPHR certifications (plus international and California options). SHRM is a professional membership association that issues the SHRM-CP and SHRM-SCP on the SHRM BASK®. They also differ in eligibility, exam formats, and testing schedules—HRCI uses varied item types with year-round testing at Pearson VUE testing centers or through OnVUE online proctoring; SHRM blends knowledge items with situational judgment at Prometric testing centers during published windows.
For a comparison of credentials, see PHR vs SHRM-CP and SPHR vs SHRM-SCP.
Both organizations issue widely recognized HR credentials. This page compares the bodies and certifications at a high level. For career-stage fit (which cert for where you are now), see Which HR Certification Is Right for You?.

How we compared these organizations: This page compares HRCI and SHRM as credentialing bodies—not prep products. Details are attributed to HRCI individual certifications, HRCI exam fees, HRCI pass rates, HRCI recertification fees, SHRM certification, SHRM eligibility, SHRM exam options and fees (including Exam Statistics / pass rates by testing window), and SHRM recertification, reviewed in October 2026. HRCI publishes annual pass rates; SHRM publishes rates by testing window. These statistics do not mean one body is easier. Published pass rates are from each credentialing body, not HRCP claims. For mid-level and senior credential comparisons, see PHR vs SHRM-CP and SPHR vs SHRM-SCP. Prep-product comparisons: HRCP vs SHRM Learning System and HRCP vs HRCI Cert Prep. Key differences between HRCI and SHRM
Bodies and content frameworks
HRCI is a credentialing institute focused on developing and administering HR certifications. SHRM is a professional membership association that issues HR certifications against the SHRM BASK®. Both support the field of human resources.
Eligibility
HRCI uses experience-based criteria often tied to education (aPHR with no experience requirement; PHR and SPHR requiring work experience). SHRM-CP does not require experience, a degree, or an HR title; SHRM-SCP requires at least three years of strategic-level HR experience, or a SHRM-CP held for at least three years while working in or transitioning to a strategic-level role. Meeting eligibility requirements is the first step to getting certified.
Question style
HRCI exams use varied item types and require the ability to apply concepts. SHRM exams are all multiple-choice, combining knowledge items with situational-judgment scenarios (about 40% of the exam).
Delivery and scheduling
HRCI testing is available year-round through Pearson VUE testing centers or OnVUE online proctoring after approval (180 days to test once approved). SHRM testing is in person at Prometric testing centers during published windows (May 1–Jul 15 and Dec 1–Feb 15).
Which is harder: HRCI or SHRM?
Neither body is universally harder. Difficulty depends on which level of credential you choose and on your experience. Explore our exam comparisons: PHR vs SHRM-CP and SPHR vs SHRM-SCP.
I’ve personally taken all eight exams across both credentialing bodies: aPHR, aPHRi, PHR, PHRi, SPHR, SPHRi, SHRM-CP, and SHRM-SCP. In my experience, they require different approaches. HRCI exams call for applying concepts across varied item types; SHRM exams place significant emphasis on choosing the best response in situational scenarios alongside knowledge items. Neither format is inherently easier or harder.
- Compare like with like: PHR with SHRM-CP, SPHR with SHRM-SCP—not “HRCI vs SHRM” as a single difficulty score.
- Published pass rates (HRCI annual; SHRM by window) are context only. These statistics do not mean one body is easier.
- Your own strengths matter: operational vs strategic work, comfort with varied item types vs situational judgment, and scheduling flexibility all change how an exam feels.
Everyone’s background and strengths differ, so focus on your own abilities as you prepare. Choose the credential that matches your experience and goals.
Which do employers ask for?
Many employers accept credentials from either body, and job postings frequently list them as alternatives. When a posting names only one credential, that may reflect the hiring manager’s familiarity with that credential rather than a conclusion that one body is superior. Always check the requirements of positions that interest you.
Practical next step: if a target employer names a specific cert, that still matters for that role. Otherwise choose based on eligibility, exam style, and goals. Mentors and HR peers can share what they’ve seen, but there’s no single national ranking to chase.
Can you hold both HRCI and SHRM certifications?
Yes. Holding both is common among HR professionals who want the advantage both certifications provide. Each body runs its own exam, fees, and three-year recertification cycle.
Many professional development activities can support both recertification paths when they align with each body’s rules (for example, HRCI credits and SHRM PDCs). Always confirm current rules on HRCI and SHRM recertification pages before you plan a dual path.
Who should choose which?
An HRCI path may be a strong fit if you…
- Want credentials with clear functional-area weights (aPHR → PHR → SPHR, plus international options)
- Want a credential that emphasizes functional HR knowledge, including applicable employment laws and regulations
- Prefer varied item types and applying concepts, with year-round Pearson VUE / OnVUE scheduling
- Already meet (or are building toward) HRCI’s experience requirements for the PHR or SPHR
- See PHR, SPHR, or “HRCI or equivalent” listed on the job postings you care about
A SHRM path may be a strong fit if you…
- Prefer an exam that blends knowledge with situational judgment against the SHRM BASK®
- Want SHRM-CP with no experience/degree/title gate, or SHRM-SCP with at least three years of strategic-level HR experience (or a SHRM-CP held for three years while moving into a strategic role)
- Are comfortable with SHRM’s published testing windows and in-person Prometric delivery
- See SHRM-CP, SHRM-SCP, or “SHRM or equivalent” on the postings you care about

Frequently asked questions
Is HRCI or SHRM better?
Neither credentialing body is universally better. HRCI and SHRM each issue respected HR certifications with different content frameworks, eligibility patterns, and exam styles. Which path fits you depends on the specific credential, your experience, how you prefer to be tested, and your goals. For a comparison of credentials, see PHR vs SHRM-CP and SPHR vs SHRM-SCP.
Should I take the PHR or the SHRM-CP?
That is a choice between professional level credentials. The PHR (HRCI) emphasizes technical and operational HR focus and requires 1–4 years of professional HR experience depending on education. The SHRM-CP (SHRM) blends knowledge with situational judgment and does not require HR experience, a degree, or an HR title. Full side-by-side comparison: PHR vs SHRM-CP.
Should I take the SPHR or the SHRM-SCP?
That is a choice between senior-level credentials. The SPHR (HRCI) emphasizes strategic HR leadership and policy and requires 4–7 years of professional HR experience depending on education. The SHRM-SCP (SHRM) assesses Advanced proficiency (including situational judgment). The SHRM-SCP requires at least three years of strategic-level HR experience, or a SHRM-CP held for at least three years while working in or transitioning to a strategic-level role, subject to SHRM’s eligibility criteria. Full side-by-side comparison: SPHR vs SHRM-SCP.
Can I hold both HRCI and SHRM certifications?
Yes. Holding both is common among HR professionals who want the advantage both certifications provide. Each body runs its own exam, fees, and three-year recertification cycle. Qualifying professional development can often support both paths when activities align with each body’s rules, but you still need to meet each body’s requirements and fees.
What is the difference between HRCI and SHRM certifications?
HRCI is an independent HR credentialing organization that issues credentials such as the aPHR, PHR, and SPHR (plus international and California options). SHRM is a professional membership association that issues the SHRM-CP and SHRM-SCP, built on the SHRM Body of Applied Skills and Knowledge (SHRM BASK®). They also differ in eligibility, exam formats, and testing schedules. HRCI exams use varied item types with year-round testing at Pearson VUE testing centers or through OnVUE online proctoring; SHRM exams are all multiple-choice (including situational judgment) at Prometric testing centers during published windows.
How much do HRCI and SHRM exams cost?
As of October 2026: HRCI fees include aPHR $400, PHR $495, and SPHR $595 (exam + $100 application; per HRCI exam fees). SHRM-CP and SHRM-SCP share the same pricing: early bird $350 member / $450 nonmember, or standard $399 / $499 (per SHRM exam options and fees). Confirm current prices before you apply.
Do employers prefer HRCI or SHRM?
Many employers accept credentials from either body, and job postings frequently list them as alternatives (for example, PHR or SHRM-CP; SPHR or SHRM-SCP). When a posting names only one credential, that may reflect the hiring manager’s familiarity with that credential rather than a conclusion that one body is superior. Check the requirements of positions that interest you; otherwise choose based on eligibility, exam style, and goals.
What happened between HRCI and SHRM in 2014?
For years SHRM and HRCI worked in complementary roles in the HR profession. In 2014, SHRM launched its own competency-based certifications (SHRM-CP and SHRM-SCP), and the two organizations have since offered competing credentials. Today both paths remain widely recognized; this page compares the current offerings, not the history of that change.
Does one prep program cover both HRCI and SHRM exams?
Yes. The Complete HRCP Program prepares candidates for the PHR, SPHR, SHRM-CP, and SHRM-SCP in one set of materials, with 2,150+ practice questions (including situational judgment practice), 900+ pages of study content, and 24 months of online practice-exam access. You still apply and pay for each exam separately with HRCI or SHRM.
Is HRCP affiliated with HRCI or SHRM?
No. HRCP is an independent exam prep provider. aPHR®, PHR®, and SPHR® are registered trademarks of HRCI. SHRM-CP® and SHRM-SCP® are registered trademarks of SHRM. HRCP is not affiliated with HRCI or SHRM for the exams. HRCP is listed in HRCI’s Certification Preparation Provider directory. HRCP has offered HR certification prep since 1995.
Where should I start if I am new to HR certification?
Start with eligibility and career stage. HRCP’s free HR Cert Fit Assessment can help narrow down the options. For early-career / foundational paths, see the aPHR exam prep guide and mid-level PHR vs SHRM-CP. For additional guidance, see Which HR Certification Is Right for You?.
How do published pass rates compare across the two bodies?
HRCI publishes annual pass rates (for example, aPHR 71%, PHR 72%, and SPHR 76% as of Dec. 31, 2025, per HRCI pass rates). SHRM publishes rates by testing window (for example, SHRM-CP 68% and SHRM-SCP 50% for the May–Jul 2025 window, per SHRM Exam Statistics). These statistics do not mean one body is easier—use them only as published context, then choose by eligibility, exam style, and goals.
